Asylum Seekers in the UK are being handed official leaflets from the Home Office warning them that the rape of women or children is illegal and defining “consent.”Available as a paper booklet as well as online, the nine-page document published online on Wednesday tells asylum seekers they must understand that “laws and customs here may be different from your home country.”A section headed “Gender Equality” explains that women in the UK have the right to work, study, and travel freely without needing permission from a man.Upon its release, there was an immediate backlash from opposition party lawmakers and commentators.Rape and Consent Defined“In the UK, men and women have equal rights. This is an important part of UK culture and is protected by law,” the booklet states.Migrants are told that if they have sex with anyone without their consent, “this is called rape.”“Rape is a serious crime in the UK. You could go to prison, lose your support and accommodation, and it will affect your asylum claim,” the document says.Asylum claimants are further warned to “never try to have sex with someone who is asleep, drunk, or unable to consent clearly” and told that “someone can change their mind at any time, even if they said yes before.”The sign outside the Home Office in Westminster, London. Yui Mok/PA‘Age of Consent’ ExplainedThe booklet tells migrants not to have sex with children, explaining: “The legal age of consent in the UK is 16. This means that anyone under this age is considered a child and cannot legally agree to have sex.“Sex with someone under the age of 16 is a serious crime in the UK. There are no exceptions to this rule. Even if they say yes, it is still illegal. You could go to prison, lose your support and accommodation, and it will affect your asylum claim.“In the UK, the law is clear and strict: both people must agree to sex or sexual contact of any kind.”Foreign nationals accounted for 14.1 percent of sexual-offence convictions in 2024, according to Ministry of Justice data obtained by the Center for Migration Control and drawn from the Police National Computer—an increase of 62 per cent since 2021.The leaflet also tells asylum claimants that when in “public spaces,” they must never make sexual comments, even if they “think it is a compliment.” They are further cautioned not to “whistle, or make kissing noises … follow someone or block their path, make rude or offensive gestures or verbally abuse someone because of their gender, religion, or how they look.”Nigel Farage, leader of the populist Reform UK party, said on X: “The Home Office has spent your money to produce these… for illegal migrants. Why are we letting these people into our country?”Conservative Party leader Kemi Badenoch during a press conference setting out their proposed terms of reference for a national inquiry into grooming gangs. Lucy North/PA‘Not All Cultures Are Equal’Conservative leader Kemi Badenoch also posted on X that anyone in need of the leaflet “does not belong in Britain.”“I’ve been warning for a long time that not all cultures are equal,” she wrote.“Britain can be proudly multi-ethnic, but we should not be multi-cultural.”The Conservatives have pledged to ban all new asylum seekers and remove 150,000 illegal immigrants each year. In common with Reform, they say this can only be achieved by pulling Britain out of the European Court of Human Rights and repealing the Human Rights Act, which gives everyone the right to claim asylum. The leaflet follows a number of high-profile cases in which migrants found guilty of sexual offences claimed in court to not understand UK law.An Ethiopian illegal immigrant who sexually assaulted a 14-year-old schoolgirl while living at an asylum hotel in Epping told his young victim that it was normal to marry children in his country. Hadush Kebatu, who also sexually assaulted an adult woman, was sentenced to 12 months in September 2025.Offender Suggests UK ‘Too Strict’Kebatu was 41 when he committed the crimes eight days after arriving in the UK illegally by small boat, having traveled through Sudan, Libya, Italy and France, with the case sparking protests outside the hotel where he and other illegal immigrants were housed. In sentencing remarks, the judge said that in a police interview, Kebatu had “suggested that the UK was too strict.” He was deported in October 2025.The booklet states in its opening section that coming to a new country “can be difficult” because the laws and customs may be different.“This booklet will help you understand what is expected of you when living in the UK,” it says.British Prime Minister Andy Burnham (C) speaks with John Craig, interim chief coastguard, and Duncan Capps, border security commander (L), near a recovered small boat, which was used by illegal immigrants crossing the English Channel, during a visit to HM Coastguard Maritime Rescue Coordination Centre, in Dover, England, on Aug. 2, 2026. Jack Taylor/Pool Photo via APPrime Minister Andy Burnham defended the pamphlet, saying the guidance made the law and expected treatment of women and girls in the UK clear.Speaking to reporters in West Yorkshire, Burnham said that asylum claimants who broke the law, including those already in prison, would be deported.“We’re taking this approach so that it’s made explicitly clear what the UK law is and what the societal norms of the UK are and that’s why this approach is being taken,” he said.Burnham last week said that more affluent areas of Britain would have to take their “fair share” of illegal immigrants while their asylum claims are processed.More than 80,000 deportations, including forced and voluntary, have been recorded from the UK since July 2024, according to Home Office figures published on Wednesday. The figure includes 19,622 enforced returns of people with no legal right to remain in the UK.Of the total, 24,471 were asylum-related returns, 6,103 were of illegal immigrants who had arrived in the UK via small boats, and 11,733 were returns of foreign national criminals. In the two years to June 30 this year, there was a 52 percent increase in the number of deportations from the preceding two-year period, when the Conservatives were in government, according to the Home Office.
