Six Republicans—Reps. Don Bacon (R-Neb.), Kevin Kiley (R-Calif.), Thomas Massie (R-Ky.), Jeff Hurd (R-Colo.), Brian Fitzpatrick (R-Pa.), and Dan Newhouse (R-Wash.)—joined all but one of their Democratic colleagues.
