Chinese Cities Downgrade Official Titles Amid Mounting Fiscal Pressures

What were once “division chiefs” and “deputy division chiefs” are now officially called “section chiefs” and “deputy section chiefs.” In China’s bureaucratic system, this is a downgrade.
