New CCP Disciplinary Rules Signal Closer Oversight of Chinas Local Governments

Jason Lee/ReutersAs the Chinese Communist Party (CCP) moves toward a new round of local Party leadership reshuffles this year, Beijing has issued a sweeping directive aimed at tightening political discipline—a move that insiders say is more about consolidating power ahead of the Party’s next national congress.The CCP’s Central Commission for Discipline Inspection (CCDI) and Organization Department recently released a joint notice outlining what it called the “Ten Strict Prohibitions.” The rules target a wide range of political behaviors, including factionalism and vote-buying, as well as unauthorized personnel decisions and interference in the leadership transition process.
