Mexican Police Arrest Alleged Mastermind Behind Assassination of Anti-Cartel Mayor

Authorities accused him of directing members of a criminal cell through an encrypted messaging app, issuing orders to surveil Uruapan mayor Carlos Manzo, track his movements, and carry out the assassination.
