What Quebec’s Public Prayer Ban Is About

The Quebec government has announced its plan to present legislation this fall to prohibit public prayer.

The move comes several months after Premier François Legault first addressed the ban, citing a need to “fight for the fundamental values we have in Quebec,” and sending “a clear message to Islamists.” He indicated he would be open to using the notwithstanding clause to pass the bill into law if necessary.
