Goods from Guatemala, El Salvador, and Argentina will continue to face a 10 percent U.S. tariff because the United States has modest trade surpluses with these countries, according to a senior administration official. Meanwhile, goods from Ecuador will be subject to a 15 percent tariff, as the United States has a small trade deficit with that country.
