Russian Attack Shows Unwillingness to Negotiate War’s End, US Envoy Says

Russia is intensifying its war against Ukraine instead of pursuing peace talks, U.S. special envoy Keith Kellogg said after Moscow launched a record-breaking drone and missile strike.

The Russian attack hit cities across Ukraine overnight on Sept. 7, wounding more than 40 people and, for the first time, damaging the Cabinet of Ministers building in central Kyiv.
